Many different methods appear capable of producing similar changes in water.
Rather than assuming that each technology produces a different form of energy, there is a simpler possibility:

Water activated by electrical, electromagnetic, light, mineral and other processes has been reported to show changes in physical behavior and useful effects in widely different applications. The individual technologies often have different proprietary explanations. The common denominator may be the activated water itself.

What Is Optimized?
Primarily the application protocol: how much activation is used, where it is placed, how close it is to the target, how long and how often it is applied, when it is applied, and which measurable outcome defines benefit.
The activating procedure itself need not be changed when an existing technology already provides a practical source of activation. Optimization of activation methods can be pursued when useful, but it is secondary to moving forward with applications.
A Common Physical State of Water?
A working hypothesis is that activation produces a common change in the physical organization of water. One possible expression is loosening or lengthening of hydrogen bonding. If so, different activation methods may converge toward measurable changes in properties such as surface tension, density, NMR behavior, volatility or gas exchange.
